Nullable primary keys generated when scaffolding

I am currently using version 10.0.0-beta.1 and noticed that when scaffolding an existing Access db, all primary key properties in the generated model are nullable. I can reproduce this with any of the Featured Access templates from Microsoft.
Is this intended behavior?
