Deprecate Private Uploads for Remote Linking

The current implementation of private uploads was meant to file a small gap while other options were brought online and brought with it a host of restrictions to prevent IPR issues. Rights become less of a concern by replacing the current module with one that will connect to remotely hosted images, at public institutions' repositories, hosting services like Flickr or Dropbox, and privately controlled image servers.

This would be great. The current system has pretty limited parameters in terms of size of files it will ingest, and I wonder how/if this new feature will address size issues.

This dodges any IPR or size issue by referring to a remote resource wherever it is hosted. The manuscripts in "Browse Manuscripts" are all images hosted by the institution who owns it, not at T-PEN itself. The goal is to allow users to identify any image for transcription, as long as it will deliver to the client.
