[Enh] Create a functional spec for easily setting up and deploying the SQL MCP Server using GHCP

What?

We need to simplify the steps required to deploy self hosted SQL MCP Server through VS Code (plugged in through mssql extension, and better-yet using github copilot chat).
This issue tracks creation of a spec that depicts this simplified experience.

Why?

Our current approach to generate the config, start and deploy using CLI commands is cumbersome to use and can be easily mistaken

How?

• The specification should showcase how GitHub Copilot experience looks like in VS Code using mocks that are created using Figma.
• You could build “clones” of VS Code (just the layout and web views) in React using Figma. An example interactive mockup that was created to revamp the DACPAC experience in VS Code:
